Jean Charles Miginiac on the opportunity to transform industries like insurance with advanced digitization technologies

Why did you choose to start a company in Bulgaria?

I had been living in Bulgaria for several years before founding TINQIN. I had already built a strong network in the local tech scene. When the opportunity arose to start a company, Bulgaria was the natural choice, given my positive experience working here.

Today, we have more than 400 people at TINQIN, and I’m confident that basing the company in Bulgaria was the right decision for serving the European market. Our leadership team comprises experienced professionals, both native Bulgarians and long-term expatriates, who bring a deep understanding of both local and international perspectives.

Beyond talent availability, Bulgaria offers strong potential for scaling teams focused on advanced technologies, not just standard web and mobile development. We’re also fortunate to work with some incredibly skilled analysts and project managers with years of experience in the insurance industry. They speak the language of our clients: literally and figuratively.

What types of clients choose you?

We work with some of the most recognized names in the French insurance market, many of whom serve millions of policyholders.

Clients choose TINQIN for three main reasons:

  1. Deep technical expertise – Our solutions are led by senior engineers and solution architects with extensive experience.
  2. Agile delivery – Our project management and engineering teams operate with agility, transparency, and speed.
  3. Insurance domain knowledge – Over 80% of our staff have 8 to 14+ years or more of experience in the insurance sector. That’s a significant differentiator. It allows us to quickly understand our clients’ needs and deliver targeted, pragmatic solutions.

Some of our notable partners include Viamedis, Solly Azar, Uneo, and Lalux.

Why did you join Be Ys Group?

Be Ys is one of the leading InsurTech groups in France and Luxembourg. In 2023, they made a record investment in TINQIN and will continue supporting our growth throughout 2024. The partnership is highly strategic. It connects Be Ys to an exceptional talent pool working on cutting-edge technologies.

Laurent Carreda, the founder of Be Ys, is a visionary who understands both the technical and regulatory landscapes of the insurance industry. He is excited to see how our people and our products are contributing to the digital transformation of business processes across the group.

What role does digital trust play in your work?

Digital trust is absolutely central to everything we do. Whether you’re onboarding a customer, verifying identity, or processing personal data, trust and compliance are non-negotiable.

The EU has set clear requirements, especially under GDPR and eIDAS, to strengthen sovereignty over digital identity. One concrete result is the EU Digital Wallet, which will become mandatory in 2024. Organizations across both public and private sectors must be ready to validate identity, handle signatures, and securely store sensitive data.

At TINQIN, we already work with AI-driven remote identity verification and fraud prevention systems. In 2024, we’ll launch both a mobile wallet and a Trust Platform in partnership with be ys to help our clients comply with these new regulations.

Why should someone join the TINQIN team?

TINQIN is a fast-moving, idea-driven environment. In 2024, we’re set to double in size compared to 2022, and we’re looking for individuals who want to do meaningful work, regardless of whether they’re based in Sofia, Varna, or work remotely.

Most of our roles are hybrid or fully remote, which means we have hundreds of home offices across Bulgaria. And yes, we still make time for team-building events, office meetups, and a strong company culture.

How are teams structured at TINQIN?

We’re not organized around rigid departments but in delivery teams. Each team is empowered to select the right tools and technologies for their specific client and challenge.

We’re tech-agnostic but completely customer-obsessed. Whether you’re an engineer, analyst, designer, or product lead, your work ties into a common mission: to solve complex insurance problems with simple, secure digital experiences.

Right now, we’re particularly excited about roles related to our next-generation Digital Wallet. That includes specialists in AI, encryption, cybersecurity, and mobile development.

If that excites you, drop by our booth at a career event. We’d love to show you what makes TINQIN a great place for an IT professional to grow.
